Resetting the idle will help, but I do believe that this car is running
too rich. Adjust the idle and once it is, adjust the idle mixture. Any
mechanic that has been dealing with Volvo 240 for example will
be able to help you with your K-jetronic Peugeot.
On my 240, there were some adjustment screws and I remember
that the smaller one on the mixture control assembly (just before
the throttle body) was for the mixture. Turning it about 1/4 to 1/2
turn counter clockwise should bring your STI in compliance. You
have to be carefull not to go on too lean, because at that point
it's on the NO/NO2 level that you will fail and I believe this is
where California is really strict.
