There are several things to check. Inoperative fans can be caused by
low coolant level, stuck thermostat, faulty fan thermocontact, bad
fan relay(s), or an electrical supply problem.

The fan thermocontact is in one of the radiator tank... When the
coolant level is low or when the thermostat is stuck closed, little
or no hot coolant is able to reach the fan thermocontact--therefore
the thermocontact will not function as it should.

If these two factors have been eliminated, you should probably begin
testing the electrical function of the thermocontact.

With the key in the "ON" or "RUN" position, you should see +12V at
wire 57 on the fan thermoconact connector. If you do, try jumpering
wire 57 to wires 58/58B. This should actuate the condensor fan in low
speed mode and actuate the electromagnetic engine fan clutch.

Wire 58 feeds the electromagnetic clutch brush directly, wire 58B
feeds the cooling fan low speed relay (through a diode).

Check items up to this point, and see what you can find.
