505 '85 TD running too cool?

I've been noticing the temperature gauge on my '85 505 TD has been settling
lower and lower on the dial (steady state). Today, it was in the high 30s,
and the needle barely got off the blue range, and the heater didn't work too
well. Bad thermostat? Or water pump? Where does the XD3T temperature
gauge take its reading from -- the radiator, the pump, or the block?
