The hose in question is the supply of crankcase vapors to the throttle body.
The throttle body keeps a constant vacuum on that port in order to vent off
vapors from the running engine. The vapors are usually more than the small
bleed vacuum can process, so the excess pressure is sent to the rubber
convoluted bellows that connect filtered air to the throttle body. Often,
this hose gets drippy from oil condensation. Your situation could indicate
that some passage is blocked, thereby relieving pressure by popping off the
hose. You should be able to spray carburettor cleaner into the orifice in
the throttle body with the engine idling, to try to dissolve the build-up
and restore vacuum to the bleed line. If that does not work, a small nail or
pin should get the flow opened back up. You may also wish to unplug those
lines from the engine and run a long round rod through them to unplug the
hoses' blockages. I use a long phillips screwdriver to push a small paper
towel plug through.

well, I got my bottom radiator hose fixed(thanks for the suggestions
Bob, Ray)
Now, on to another question...curiosity really.
Every time I open the hood on my car I have nightmares, ALL THAT
PLUMBING!!!! What is the hose right on top of the throttle body, it
connects via a " T " to the main hose from the oil filler cap. It keeps
popping off the little metal neck,but doesn't seem to affect power or
performance. The neck is filled with oil(or water?). I know that it
shouldn't be there but I can't find anything small enough to clean it
out with, besides a Q-tip. NAME THAT HOSE!!!
