The Bosch Automotive Elect. book explains how the N9TEA electrovalve
works pretty well....

The valve is an electrically controlled Pulse Valve. The ECU sends it a
pulse-wdth modulated signal that modifies the control pressure and the
thus the stroke and effective opening of the wastegate.

both the frequnecy and width of the pulse can be controlled and not only
chnage the effective opening of the valve but the rate at which it opens.
